good afternoon. i'm dina bair. and i'm cortney hall in for steve sanders. we welcome our viewers who are watching us around the country on wgn america and on the web. fire basically broke out at a high-rise condo building. the fire started in the seventh floor. but the flames under control within 30 minutes. several patients are being checked out for smoke

inhalation. know that one person has been transported to the hospital in good condition. it is being used as a warning area for the building residents. a van pulled up. someone inside of the man opened fire. a woman inside the vehicle was killed while i passenger escaped unharmed. >> some preliminary information that appears that this incident stems from drugs and gang activity. >> up to 14 shots were fired. if you have any information you're asked to call state police. a convicted murderer is on the loose after a simple record- keeping makes up allowed him to walk out of the county jail.

return. >> i can not tell you why he was released. a sheriff's department admits the jails filing system is antiquated and not fully computerized. updating the system has been a goal. the immediate goal for a number of agencies now is the recapture of robins. he has a distinctive tattoos on his neck that says nicole. he hasn't known ties here in chicago as well as the indianapolis area. he is considered dangerous and you're not to approach him. anybody with information about his whereabouts is urged to call 911. a ridge continues to grow over the death. the reward to

find his killer is increased to $30,000. community leaders held a fund-raiser in the south will. police say the gunman may have mistaken the group for a rival gang received a lot of support within the last few days. funeral arrangements are pending. a suicide bomber blew himself up outside the american embassy in turkey. it happened in the capital of ankara at a check point on the perimeter of the embassy. according to the state department. c-n-n reports that one turkish security guard was killed, and two others were wounded. americans were not injured. the state department is working with turkish national police to assess the damage. no groups have claimed responsibility.

but turkish authorities say the bomber is well known to them as a turkish man who was known to have participated in terror attacks. new yorkers are mourning the loss of one of their most colorful politicians. former mayor, ed koch has died of congestive heart failure. in recent months, koch had been battling health issues. he was moved to intensive care yesterday, as his condition worsened. koch served as mayor of new york from 19-78 to 19-89. a few years ago, the city's queensboro bridge was renamed in his honor. ed koch was 88 years old. the dow broke an important barrier today. reaching above 14-thousand for the first time in five years. experts say investors are optimistic about the first jobs report of the new years. it was a mixed bag. the country added 157-thousand jobs last month, which was lower than expected. and the unemployment rate rose from 7-point-8 to 7-point-9 percent. but at the same time, investors learned revisions in original reports show that there were more jobs in 20-12 than previously reported. the dow continues to fluctuate after hitting 14-thousand. the debt ceiling bill is now before the president after the senate passed a short-term debt limit suspension.the president

is expected to sign it. what that means is the country will pay its bills and not default on its obligations thru may 18th. there's a catch to the bill. lawmakers have to pass a budget by april 15th or they won't get paid. since 2001, congress has raised the debt ceiling eleven times. the bill will increase the nation's 16-point-4 trillion dollar debt limit by about 450 billion dollars. coming up next the latest in alabma where a child hostage situation enters its fourth day. plus a student is in custody after opening fire inside a middle school in atlanta. and another cabinet member in president obama's administration announces his resignation.

we're learning more about the alleged gunman who continues to hold a young boy hostage in an underground bunker in alabama. locals describe 65-year-old jimmy lee dykes as a mean and reclusive man who worried about being abducted by aliens. on tuesday, dykes allegedly pulled the 5-year-old boy off his school bus after shooting and killing the driver. dykes has been holding him hostage in an underground bunker in his backyard. through a 60-foot pipe, dykes has allowed police to send down coloring books and prescription medicine the little boy needs for asperger's syndrome and a-d- h-d. police in atlanta have a middle

school student in custody who is accused of shooting a classmate at school. swat teams stormed the price middle school after shots were fired. a 14-year-old boy was hit in the back of the neck, but his injuries were not serious. also a teacher suffered some cuts and bruises. the school was locked down and 500 students were ordered not to leave. the lockdown was lifted after police arrested the suspect. they still don't know the motive for yesterday's shooting. authorities in texas are looking for two people, after a prosecutor was murdered. >> has risen to 32. more than 100 error injured. the explosion was in the basement. mexican the oil says it is too early to speculate on the cause. last september they had an explosion near the texas border that killed 26 people. today marks the ten year anniversary of the space shuttle columbia disaster. nasa held a special ceremony honoring the columbia crew.columbia disintegrated upon re-entry in 2003. it happened after a piece of insulating foam around the fuel tank broke off during the shuttle's launch. all seven astronauts on board

were killed. in today's ceremony, nasa also honored the crews from two other deadly missions - challenger and apollo. north korea is trying to hide its progress as it gets ready to conduct a nuclear test. officials say the north is digging more tunnels at its main, nuclear test site. they also say the communist country is covering one of the today marks secretary of state hillary clinton's last day on the job. in addition to being secretary of state clinton is a former first lady, she was a senator and presidential candidate. she has logged nearly one million miles in the air since joining the state department four years ago. earlier this week, she told cnn, she is looking forward to sleeping in and getting some next we're checking in at the new york stock exchange after this morning's jump in the dow. and, still to come this midday: the startling discrepancy in pay between male and female doctors.

jobs report came out today and the labor department said 150,000 jobs were created. wall street got all excited after tax records showed that a close out 2012 with more jobs being created than expected within the last few months of the year. certainly a positive sign for the economy. we're still above that mark. just 200 points away

tomorrow marks the fifth anniversary of the lane bryant murders in the far south suburbs. five women were shot and killed, inside this store in tinley park, in 2008. one woman survived. the store was closed down and never re-opened. some of the victims' relatives plan to go there tomorrow to hold a vigil. the space is now under renovation for a new business no one has been arrested. police are still looking for a suspect. theres a 100-thousand dollar reward for information leading to his arrest. another alleged victim of chicago police torture wants former mayor richard daley to answer questions under oath. ronald kitchen was exonerated in 2009, after spending 21 years in prison for murder. his attorneys say officers under former police commander jon burge, tortured him into confessing. they filed a motion to a federal judge to force daley to give a deposition, since he was the prosecutor at the time.

attorneys for other alleged burge victims have sought to make daley sit down for a deposition, but the lawsuits were settled before daley had to testify. another alleged victim of chicago police torture wants former mayor richard daley to answer questions under oath. ronald kitchen was exonerated in 2009, after spending 21 years in prison for murder. his attorneys say officers under former police commander jon burge, tortured him into confessing. they filed a motion to a federal judge to force daley to give a deposition, since he was the prosecutor at the time. attorneys for other alleged burge victims have sought to make daley sit down for a deposition, but the lawsuits were settled before daley had to testify. the special prosecutor pursuing the manslaughter case against richard daley's nephew, has agreed to work for free. dan webb will press for the conviction of richard vanecko, in connection with a street fight in 2004 that killed david koschman outside a division street night club. vanecko is charged with involuntary manslaughter for throwing the punch that killed koschman. with webb working pro-bono taxpayers will have to pay court expenses for the trial. a massive fire at an egg processing plant puts three hundred people out of work. the "echo lake farms produce company" went up in flames on wednesday night. more than 300 firefighters raced to the scene, and it took them 18 hours to get the blaze under control. no one was hurt. the cause is under investigation. the company is meeting with workers next week to explain benefits available to them. still to come this midday. tom skilling has your full forecast!

developing upstream. this is snow on the ground. it came down a couple of days ago. you can see the edge of the snowpack mainly an hour northwest suburb. these little icons each represent a weather station reporting accumulating snow. a couple of icons as this now develops out of the west. central bottomed out at 9 below. at this hour we of when shows or the air temperature is - 1. in all areas the wind chills are pretty nippy out there to say the least. here are some other temperatures across the area.

the view from crystal lake. a little snow on the ground. up in wisconsin in the wake of a big snowstorm pretty snowy and wintery looking right there. we'll have 45 consecutive hours below zero. we are in our 28 of this cold spell. started at 8:00 a.m. this morning there runs to 5:00 tomorrow morning. rising temperatures will finally propel when shows up above the zero degree mark. also coming in some snow. the coldest february open in about 17 years. you can see the lake snow advisory's. nine degrees colder than it was 24 hours ago. this is running up

over the cold air and sets up the snow system that comes in tonight. it will run right down this country. only a couple of hundred miles to the east. the focal point for snow development. we'll talk some more about that in the second. powerful wind gusts over 20 mi. per hour. it feels like 11 below. west winds at 16 and the dew point - 2. this is clearly our ticket air with little moisture in the air. the coldest air is going to lift out a little bit. it will not warm up a great deal. enough to allow it weather system over the next couple of days to run southeastward. here's our snow

midnight tonight. you can see the low pressure developing right there. speaking southeast word and producing that snow area. look at the numbers on that. in house models and 4-5 in. could come down from that system. we sit right in the heart of that global snow. this comes in the wake of january. a little over 2.5 in. of snow. what is interesting about january is it was also the sunniest january and almost 11

bears recevier brandon marshall was back in town to deliver school supplies to bradwell elemerntary school. he's on crutches while recovering from hip surgery, and he says he'll be fine in a few weeks. during the off season, marshall plans to train and mentor second- year receiver alshon jeffrey. marshall also gave new bears head coach marc trestman an endorsement. he called trestman innovative and he has the ability to bring a whole room together. that's a look at sports. your live illinois lottery drawing is next your midday winning lottery numbers. wishing you the best of luck.

on the medical watch. a new way to treat diabetics who are

taking insulin. right now people with type 2 diabetes taking insulin are sometimes told to wait before eating. but a new study from germany says that's not necessary. it looked at a group of nearly 100 diabetics and found blood sugar levels remained steady regardless of whether or not participants took a 20 or 30 minute break from eating a meal. there's a warning don't assume the research applys to people with type one diabetes. recalled more than 200 units. the safety commission says the cap can still be removed by a child even with a tamper resistant steel in place. for children accidentally ingested the medication. the manufacturer says the last batch of products in question was distributed more than a year ago. lunchbreak is next. a perfect snack for superbowl sunday we're making meatloaf poppers.

snow. temperatures in the single digits to low teens. dropping back to the single digits tonight. unnoticed by morning we rise to 14. again by morning we break above zero for the first time in 45 hours. snow tomorrow, the best estimate is 2-4 in.. >> we look at some statistics and it said the slows starting winters turn worse. we will not catch up with the normal numbers but we will have more frequent snow.
